Scream Queen
An episode of Cartoon Network's "Batman: The Brave and the Bold" featured an original supervillain working under Scarecrow: "Scream Queen!" They don't show a whole lot of her, but she has a very creative design concept:
Her hood closes and transforms into a huge mouth, her human face disappearing as she unleashes her sonic wail. Wish I'd thought of that.

What the crap is "Batman: The Brave and the Bold?" Aren't there enough God damn shows about the God damn Batman?4
Lee, the last show about Batman was "The Batman" which ended years ago. Brave and the Bold is very different; it goes for camp value, bringing back some of the most notoriously corny villains of Batman's early years and teaming him up with heroes like Plastic Man and Blue Beetle. It's aimed more at kids than the past series, and it's fairly lovable for it :)
